PPWR legislation makes visibility into packaging flows increasingly important
Since 12 August 2026, the European Packaging and Packaging Waste Regulation (PPWR) has been generally applicable. The regulation aims to reduce packaging waste, encourage reuse and improve transparency around packaging flows.
For companies working with pallets, crates, racks and other reusable packaging, it is therefore becoming increasingly important to record what is shipped, where it is located and what is returned.
e-CMR provides a logical foundation for this. In addition to the movement of goods, packaging movements can also be recorded digitally. This creates shipment-level insight into packaging that is issued, received and returned.
This data can then support PPWR reporting, internal controls and audit trails. e-CMR does not automatically make an organisation PPWR-compliant, but it does help make packaging flows more transparent and traceable.
So don’t just digitise the flow of goods — record the packaging flow at the same time.

e-CMR can be used in 43 countries
With the ratifications by Albania in April, Montenegro in July and Serbia in August, the Balkans are also becoming increasingly green when it comes to digital transport documentation. In addition, eFTI legislation will become increasingly applicable in 2027.

Last week, Logistiek.nl and Buck Consultants International published the 26th edition of the Top 100 Logistics Service Providers. We took a closer look at this year’s ranking. One trend clearly stands out:
More than 25% of the leading logistics service providers already support or actively use e-CMR in their daily operations.
That’s great news for shippers! Many carriers are already ready to implement e-CMR because they are using it for other transport flows and customers.

The transition from paper-based to digital transport documents is no longer a vision for the future—it is happening today. As more shippers demand digital processes and legislation continues to evolve, e-CMR is becoming a standard capability for modern logistics service providers.
How far has your organization progressed with e-CMR?
Update DeCA
On 5th June 2026, the Spanish Ministry of Transport published a new Resolución providing further clarification on the implementation of the Documento electrónico de Control Administrativo (DeCA).
This publication is relevant for all companies transporting goods to, from, or within Spain, as it significantly clarifies the scope of the previous regulation.
Legal uncertainty removed
Until the publication of the Resolution on 5 June 2026, it was unclear whether the DeCA requirement would also apply to international road transport. The new regulation now clearly distinguishes between domestic and international transport.
The key change
The mandatory electronic DeCA will only apply to:
- Domestic freight transport within Spain;
- Cabotage operations within Spain.
For international road transport, the existing international transport documents, in particular the CMR and e-CMR, remain applicable.
In addition, several previously announced technical requirements have been withdrawn, including the mandatory registration of the digital document URL with the Spanish authorities.
International transport: eFTI will become the future framework
For international road transport, the Resolution explicitly refers to the future European Electronic Freight Transport Information (eFTI) framework.
This creates a clear distinction:
- Domestic transport and cabotage: electronic DeCA becomes mandatory from 5 October 2026.
- International transport: CMR and e-CMR remain the applicable transport documents. Digital data exchange with enforcement authorities is expected to take place via eFTI from 2027 onwards.
Although the final European implementation is still under development, it is expected that Spanish enforcement authorities will eventually access cross-border transport information through the eFTI framework.
What does this mean in practice?
For most international carriers, little will change in the short term. For cross-border transport to or from Spain, the existing international transport documents remain valid. There is no requirement to create a separate DeCA. Companies that perform domestic transport within Spain; or cabotage operations should prepare for the mandatory introduction of the electronic DeCA from 5 October 2026.

The clarification of the Spanish legislation demonstrates that the digitalisation of transport documentation continues to evolve step by step.
For international transport, e-CMR remains the internationally recognised transport document, while eFTI is developing into the future European standard for digital information exchange with inspection authorities.

e-CMR in retail
For several years now, we have been working on the application of e-CMR in store distribution and inbound deliveries to distribution centers. Plus Retail, for example, applies e-CMR for some time now in deliveries to stores. This digital transformation was part of the commissioning of the new high-tech distribution center (DC) in Oss. From this location, a large portion of the stores are supplied by transporters such as Simon Loos and Van Straalen de Vries. In an environment with advanced mechanization, working with paper packing slips and consignment notes is simply no longer desirable. The digital consignment note integrates seamlessly with the loading and unloading processes at the DC, for transporters, and in stores. This saves time in loading, unloading, archiving, and retrieving deliveries—built on a robust legal foundation.
We are also working on improving processes for inbound deliveries to retailers. By collaborating with GS1 on the standardization of e-CMR, we demonstrate that digitizing transport documents is entirely feasible without disrupting daily operations. By smartly aligning with existing standards such as DESADV and RECADV, a scalable and generic e-CMR approach is created that works for suppliers, carriers, and retailers alike.
Within the GS1 working group on digital freight interoperability, we continue building on collaborations with our customers. The focus is now on the next step: scaling up and further standardization to enable true interoperability across the logistics chain.

Ready for new legislation
With NIS2, eFTI, and additional national legislation, requirements for digital security, data management, and traceability are becoming increasingly stringent. In Spain, digital inspection documentation will become mandatory under the Sustainable Mobility Law. Starting in October 2026, carriers must be able to digitally demonstrate what they are transporting during inspections. The e-CMR supports compliance with this obligation.

NIS2
NIS2: secure data sharing in the supply chain
The NIS2 directive obliges organizations in crucial sectors, including logistics and transport, to strengthen their digital resilience. NIS2 is expected to take effect in the second quarter of 2026.
For supply chains, this means that data must be shared securely, reliably, and in a controlled manner, not only within the organization but throughout the entire chain!
NIS2 sets requirements for:
- Cyber risk management
- Integrity, availability, and confidentiality of data
- Supply chain responsibility towards partners
- Monitoring, logging, and incident reporting
e-CMR as a practical implementation of NIS2
The electronic consignment note (e-CMR) offers a secure method of data sharing that directly meets NIS2 requirements for data integrity and authenticity, controlled access, transparency and traceability at transfer points, and increased supply chain resilience.

Sustainability legislation
Mandatory digital transport documents coming in Spain from Q4 2026
The Spanish Sustainable Mobility Act marks a fundamental shift in the way transport and logistics are organized and controlled.
A crucial element is the introduction of the Documento de Control Administrativo (DCA) as a mandatory digital control document for freight transport. This makes Spain the first EU country to legally require digital transport documentation for government inspections. e-CMR is explicitly accepted as a valid and future-proof solution.
Digital transport documents will become the standard for inspections in Spain starting in Q4. We are preparing to facilitate this for our clients. Want to learn more? Schedule an appointment!
E-FTI
Electronic Freight Transport Information
With the e-FTI (Electronic Freight Transport Information) Regulation, the European Union is taking an important step towards fully digital freight transport information. The regulation obliges Member States to accept electronic transport data for monitoring and enforcement, thus phasing out paper documents.
What does this mean in practice?
- Governments must accept digital freight information
- Data is shared via standardized, certified e-FTI platforms
- Reduced administrative burden and improved data quality throughout the supply chain
Expected timeline:
2026: Technical standards, IT systems, and platform certification
July 9, 2027: Full mandatory for all EU Member States
For logistics providers, this means that investing in digital solutions, such as e-CMR, not only increases efficiency but also prepares them for future legislation and regulations.

In November we started implementation with three new customers. We would like to briefly introduce them:

The network effect of e-CMR
Smarter on the road together
More and more parties are switching to e-CMR. This is not only convenient for them, but also for their supply chain partners. The great thing is: as soon as one party goes digital, others immediately benefit.
A good example is our clients Van der Slot and Boekestijn. Their clients, OZ Hami and Vida XL respectively, are now also working with e-CMR. This means that the e-CMRs are prepared (and therefore paid for) by these parties. The carrier only needs to process the consignment note in the app.

Implementation completed
Gooskens Hout has transitioned from paper consignment notes to a fully digital system with e-CMR. Thanks to this innovation, the logistics process is now faster, more efficient, and requires significantly less paperwork.

LTR Vialon chooses Collect + Go
New Customer Announcement
We are proud to announce that LTR Vialon has become a Collect + Go customer. The company will implement our e-CMR solution within ZF SCALAR’s on-board computer process.

Extension of pilot permit
Pilot project e-CMR Benelux
To use e-CMR in the Benelux, a permit is required. This is regulated within the pilotproject e-CMR Benelux. This pilot project was scheduled to expire on August 20th. This week, we learned that this permit will be extended until July 8, 2027.
AI Assistent
Further development of documentation
We’ve invested a great deal of time and energy in further developing our product documentation. To make it easily accessible, we also added a Large Language Model, allowing users to search for answers to their questions in a targeted manner. Our team is currently conducting initial tests, and the initial results are promising.
New WhatsApp feature
Product Update
We can also report that we’ve been working hard on new features recently, including a convenient WhatsApp function and the BDI connector. WhatsApp makes it easier to send collectors on their way with the correct documents. The BDI connector streamlines data exchange with other parties.
This way, we ensure our customers can organize their processes even more efficiently.

Whitepaper e-CMR in retail distribution
GS1, Colruyt, P&G, and e-CMR provider Collect + Go are working together on the standardisation of integrations for e-CMR within retail flows.
This document shares experiences with market parties to stimulate further adoption of e-CMR, including concrete recommendations on how e-CMR can be implemented by chain parties and which activities and process choices can be made. This report consists of the following parts:

during the Multimodaal Transport Expo in Breda, we launched an important innovation: the DIL dataspace e-CMR. With this data service, we can make the signing of the e-CMR interchangeable between providers. We demonstrated in a demo how it works to make this signing interoperable within container logistics. With this setup, it is possible to link machine-to-machine signing to automated issuing and receiving processes in container logistics.

International expansion of customer portfolio
We had a fantastic start to the year with no less than five new implementations at Gooskens, Isowill, Heras, Hartmann, BTC and ROC Waalwijk. Each and every one of these are great collaborations in which we help companies with a smooth and efficient transition.

Dutch and French companies go digital
More and more customers live with e-CMR
In recent months, many international customers have successfully gone live with e-CMR. For example, Dutch manufacturers Zeelandia and Mola, who supply bakeries and retail chains, are now using this digital consignment note. In the French market, transporters Blueroad and Joly Transport are using e-CMR for their logistics processes.
A major customer has also gone live since last week, using e-CMR in retail distribution. A great step towards more efficient and sustainable logistics!
ISO27001: Transition to new standard 2022
Audit completed successfully
This year we have also successfully passed the audit. Our team has succeeded in making the transition to the new standard, which means we are once again raising the bar in the area of data security.

e-CMR in container logistics
Dataspace digital consignments launched
23 parties have now started implementing e-CMR within container logistics. We are currently working on implementations at Unidex, Optimodal, LCG, Vos Logistics, Boekestijn, Overbeek, Melkweg Fritom, BTC Logistiek and Regional Overslag Center Waalwijk. In the first quarter, functionality will become available at Rotterdam Shortsea Terminal for signing e-CMR based on gate in / out. The technical integrations for the data space have been made. New employees
New sales talent
4 new colleagues started within the sales team on 3rd February: Coen Lammers, Pem Beukema, Lars de Bruin and Tim van Lent. Coen comes over from IT service provider Bechtle and manages the sales team. Together with Pem, Lars and Tim, they contact potential customers from the sales team to discuss the introduction of e-CMR.
